In Egypt’s vibrant pharmaceutical landscape, counterfeit medicines can be a hidden threat that may touch life. These falsified drugs steal not only patients’ money but also their health and safety. In a market exceeding 309 billion Egyptian pounds, the EDA strength of keeping every medicine genuine and effective summoned constant vigilance and strong regulation.
According to the World Health Organization, about ten percent of medicines in low- and middle-income countries are either falsified or substandard. While Egypt has built one of the strongest pharmaceutical manufacturing bases in the region, the sheer size of the market and the speed of trade may pose some vulnerability to counterfeit infiltration.
The Egyptian Drug Authority (EDA) has turned regulatory oversight under the leadership of H.E Dr. Ali El-Ghamrawy into a national mission to protect the Egyptian citizen and to ensure that every medicine on the shelf meets international quality standards.
Regulatory Progress and International Recognition
In 2024, Egypt achieved a World Health Organization Maturity Level Three status in medicine regulation. This milestone officially recognized the EDA as a mature, capable, and transparent regulatory body. The Authority also became an observer at the European Pharmacopoeia Commission and began its pre-accession process to the Pharmaceutical Inspection Cooperation Scheme (PIC/S), which brings Egypt closer to the highest global standards of drug inspection and manufacturing.
The EDA’s strategy focuses on three main pillars: strong quality assurance, partnership with local and international industry, and a vision for a self-sufficient pharmaceutical ecosystem. These priorities align with Egypt’s broader goal to localize drug production and reduce dependence on imported medicines.
Preventing Counterfeit Medicines on Multiple Fronts
The EDA issues regular alerts about counterfeit products detected in the market, including falsified versions of critical antibiotics and painkillers and any other medicine as per regulatory oversight and awareness. It is also implementing a national track and trace system that follows medicines from manufacturer to pharmacy. This digital system is designed to block counterfeit infiltration before it reaches the market.
Through continuous Good Manufacturing Practice inspections, tighter licensing procedures, and mandatory reference standards for laboratories, the EDA ensures that only compliant manufacturers remain in operation. The Authority also invests in education, publishing newsletters to train pharmacists on detecting and reporting suspicious products.
A Collective Responsibility
The battle against counterfeit medicines cannot be won by regulators alone. It requires full cooperation across the healthcare system. Manufacturers must uphold quality at every step. Pharmacists must stay alert to unusual packaging or pricing. Doctors must guide patients toward verified pharmacies. And citizens must refuse to buy medicines from unlicensed or informal sources.
Through its proactive leadership, the Egyptian Drug Authority is shaping a safer, more transparent pharmaceutical future.

الأدوية المغشوشة في مصر: الحرب الصامتة وحراس الثقة

في مشهد صناعة الدواء المصري المليء بالحركة والتطور، قد يظهر الغش الدوائي كمثيله من الأسواق كتهديد خفي يتسلل بصمت لكنه يترك أثرًا عميقًا. فالأدوية المغشوشة لا تسرق أموال المرضى فحسب، بل تصادر صحتهم وأمانهم أيضًا. وفي سوق تتجاوز قيمته 309 مليارات جنيه، أصبحت احدى نقاط القوة لهيئة الدواء كمنظم للسوق هو الحفاظ على جودة الدواء ومصداقيته مهمة وطنية التى استدعت يقظة دائمة ورقابة صارمة
تشير تقديرات منظمة الصحة العالمية إلى أن نحو عشرة في المئة من الأدوية في الدول منخفضة ومتوسطة الدخل تكون مغشوشة أو منخفضة الجودة. ورغم أن مصر تمتلك واحدة من أقوى قواعد التصنيع الدوائي في المنطقة، فإن حجم السوق وسرعة التداول يفتحان الباب أمام تسرب بعض المنتجات المقلدة

لقد حولت هيئة الدواء المصرية الرقابة التنظيمية تحت قيادة الدكتور علي الغمراوي إلى مهمة وطنية لحماية المواطن المصري، والتى أدت الى ضمان أن كل دواء متداول في السوق يطابق المعايير العالمية للجودة والأمان و يفي بمعايير الجودة الدولية
تقدم مؤسسي واعتراف دولي
في عام 2024، حصلت مصر على تصنيف المستوى الثالث من منظمة الصحة العالمية في مجال تنظيم الدواء، وهو إنجاز يعكس قوة وهيكلة هيئة الدواء المصرية وقدرتها على الإدارة الرشيدة والشفافية. كما انضمت الهيئة كمراقب في لجنة الدستور الدوائي الأوروبي، وبدأت إجراءات الانضمام إلى نظام التعاون الدولي للتفتيش الصيدلي بما يعزز مكانة مصر كدولة تطبق أعلى معايير التصنيع والتفتيش الدوائي عالميًا
تركز استراتيجية الهيئة على ثلاثة محاور رئيسية: ضمان الجودة الصارم، الشراكة مع الصناعة محليًا ودوليًا، وبناء منظومة دوائية قادرة على تحقيق الاكتفاء الذاتي. وهذه المحاور تتماشى مع التوجه الوطني نحو توطين صناعة الدواء وتقليل الاعتماد على الاستيراد
منع الغش الدوائي بخطة متعددة المحاور
تصدر الهيئة بانتظام نشرات تحذيرية حول أي احتمالات أدوية مغشوشة قد يتم ضبطها في السوق، وتشمل أحيانًا مضادات حيوية ومسكنات حيوية أو أي دواء آخر وفقًا للرقابة التنظيمية والتوعية. كما تعمل على تنفيذ منظومة وطنية لتتبع الدواء منذ لحظة إنتاجه وحتى وصوله إلى الصيدلية، بهدف منع أي ثغرات يمكن أن تتسلل منها الأدوية غير المشروعة
ومن خلال تطبيقات صارمة لممارسات التصنيع الجيد، وتشديد إجراءات الترخيص، ووضع معايير إلزامية للمعامل المرجعية، تضمن الهيئة بقاء فقط المصانع الملتزمة بالقواعد. كما تولي اهتمامًا كبيرًا بالتوعية، إذ تصدر نشرات مهنية لتدريب الصيادلة على اكتشاف الأدوية المريبة والإبلاغ عنها
مسؤولية مشتركة
منع الغش الدوائي لا يمكن أن تخوضه أى هيئة وحدها، بل تتطلب تعاونًا واسعًا من كل أطراف المنظومة الصحية
فعلى الشركات أن تلتزم بالجودة في كل مرحلة من مراحل التصنيع، وعلى الصيادلة الانتباه لأي اختلافات في العبوات أو الأسعار، وعلى الأطباء توجيه المرضى نحو الصيدليات الموثوقة، وعلى المواطنين رفض شراء أي دواء من مصادر غير معتمدة
من خلال هذا التكامل، تواصل هيئة الدواء المصرية بقيادة الدكتور علي الغمراوي ترسيخ مكانتها كدرع واقٍ يحمي صحة المصريين ويعزز ثقة العالم في الدواء المصري. إنها معركة صامتة لكن نتائجها تصنع مستقبلًا أكثر أمانًا وشفافية لصناعة الدواء في مصر
